contact yesterday. Today I am informed that investigations

are incomplete and no answer can be given yet

2. I suggest representations at Nanking.

3. I shall continue to press matter of release but

authorities military and civil are becoming more and more

difficult of approach in this question in which they

consider our pressure unreasonable.
